Ken Houston is a life-long community advocate.  Below is a list of accomplishments, both as the Executive Director of the Beautification Council and in his own capacity as a community advocate. 

  • Subject Matter Expert on visual cues of illegal graffiti its nexus to other blight.
  • Instrumental in creating Oakland policy of 50% local participation in city contracts creating job opportunities for underserved communities.
  • Served on Oakland Building Services Task Force to restructure policies and procedures (2013).
  • Chair of AEG Community Advisory Board (5 years).
  • Member of Oakland Budget Advisory Commission (2013-15) (2015-17).


  • Founder of the Beautification Council (formerly East Oakland Beautification Council) established in January 2014 as a community-based organization focused on deterrence of illegal graffiti and related blight and other community concerns.
  • Created a system of logging in illegal graffiti vandals by moniker incorporated into proprietary mobile app, Erase & Buff Data Collection Systems®
  • Inventor of Citizens’ Crime Scene as productive response to illegal dumping for identification of illegal dumpers.
  • Traveled to Hoi Chu Nghia Vietnam to personally visualize and experience the local company that was responded to the RFQ garbage and recycling contract in Oakland, California – “window of opportunity
  • May 14, 2014, launched “Operation Clean Sweep,” a deterrence pilot along a 2.25 mile stretch of San Leandro Street transportation corridor (between 105th Avenue and the Coliseum BART station). Subsequent Operations:
